The approach of this topic suggested to us by the fact that currently, it persists a controversy regarding the elements that influence decisively the qualitative characteristics of useful financial information. From these elements, we remark accounting models and concepts of capital maintenance in terms of the accounting result, which can be under the influence of factors such as subjectivity or even lack of neutrality.
Therefore, in formulating the response to the question that is the title of the paper, we will start from the fact that the financial statements prepared by the accounting systems must be the result of processing after appropriate models, which ultimately can respond as good as possible to external user’s requirements and internal, in particular the knowledge of the financial position and performance of economic entities.

I have taken this theme into discussion, because I consider if of great actuality. Thus, though it is unanimously admitted the fact that the Romanian tourism is a branch of the national economy with a huge potential, and, at official level, it is considered to be a priority domain, its performance is not satisfactory yet. Therefore, I consider it very important to identify the most relevant aspects related to the deficiencies still existing in the system and the causes generating them.
In this regard, my approach aims both at the domestic environment, which is very dynamic and where the tourist activities take place, and also at the extremely strong influence of the foreign environment, materialized by the intensification of the globalization process.

According to statistics of the Federal Ministry of Works Nigeria (2012), total road network in Nigeria currently stands at approximately 195,000 Kilometers, with the Federal, State and Local Governments responsible for 22, 21 and 51 percent of this network respectively. In another report, The Central Bank of Nigeria (2011) also states that Nigeria needs to invest at least 100 billion dollars on roads in the next ten years. This study explores how social needs are realized within the public private participation (PPP) scheme in Nigeria. The study also situates public private partnership, in the Nigerian procurement and project operation context. The study’s objectives are achieved by revisiting the mechanism design paradigm (through reviewing the historical evolution of Public Private Partnerships (PPPs) in Nigeria) and its impact on social goals as developed by Tirole and Maskin (2008), within the Nigerian context. Data on credit provided to the private sector as a percentage of GDP were used as proxies for PPP involvement from 1960 to 2010 although some years of data were missing. The method of estimation used included ordinary least squares, linear mixed effects models and seemingly unrelated regression estimation methods, which all allow for the investigation of relationships between a set of unrelated weakly exogenous variables, with the mixed effect method particularly suitable for iterative optimization processes. The findings show that cost implication concerns and the choice of the social function has an effect on PPP. It was also found that the electoral process which determines the social function mattered in the project selection stage and had significant effect on the PPP formation process.

The rapid emergence of cloud computing has raised concerns about its legal and regulatory implications. Issues of data protection and security are among the concerns most frequently mentioned by potential cloud customers. If sensitive company data are stored, processed or transmitted in a cloud environment, data protection and other laws will apply to that environment too. The allocation of responsibility between client and provider for managing security controls does not exempt a client from the responsibly of ensuring that their sensitive data is properly secured according to applicable law requirements. In this regard, it is necessary to get appropriate assurance that cloud service provider information security management system covers the security of the computers and computing environment that it uses in processing sensitive company data. This paper addresses the issues of compliance with regulatory prescribed data protection measures in Bosnia and Herzegovina in cloud environment.

The Alternative Investment Market (AIM) is characterized by the presence of numerous firms operating in sectors with a high rate of technological innovation. In this research we will deal with IPOs about companies active in the sector of Information Technology and Software & Computer Services. The purpose of the research is testing the market’s ability to attract the listing of new companies in these sectors and to examine the following questions:
1) Have the IPOs about economic sectors examined a concentration in specific periods?
2) Have firms’ average size, the average capital raised on the market and the share of capital on average placed with the initial offer, at the time of listing, changed during the analyzed periods?
We consider three periods. The first, from the birth of the market (1995) until the speculative bubble (2001), which follows the so-called dot.com boom. The second, from 2002 to 2007, beginning of the severe economic and financial crisis, and the third from 2008 until June 2013.

Organizations worldwide are showing increasing interest in knowledge management practices to address the contemporary challenges of today’s digital age. Knowledge is becoming a critical core asset to sustain competitive advantage and as a vehicle for continuous improvement and innovation. However, most of the developments in the knowledge management field are largely driven by either international organizations or private commercial companies. Considering the impact of knowledge management practices, government organizations are set with significant potentials for improvements in performance, transformation and the development of a more responsive citizen- centric government.
This article has two-fold objectives. The first is to provide an overview of knowledge management and highlight the importance of this field of practice. The second is to provide a case study of a successful implementation of knowledge management in a federal government organization in the United Arab Emirates. It outlines the adopted approach and the framework and elaborates on each of the implemented components. The presented case study and aggregated learned lessons stand to act as a benchmark for best practices, and contribute to the existing body of knowledge of experimented cases. This in turn is envisaged to help organizations and researchers to better understand how public sector government organizations are perceiving knowledge management which should enable them to reflect and propose improvements.

Electronic Government (e-Government) is a simple-identified phenomenon in globally. E-Government (front office) is the application of information technology through average person field companies to obtain to its people in the current and effective technique (Al-Taie, M. Z. and S. Kadry). In 2003, Iraq began the establishment of electronic government with the help of the Italian government as the Italian government provide the equipment and techniques to establish ICT in Iraq as well as the training of personnel to use these equipments (Sharief, Graul, & Ian, 2007). Although Iraq has shown a considerable increase in Internet connections from 12,500 in the year 2000 to 2,750,000 in the year 2008, still it constitutes only 10% of the Iraq population had access to the Internet. Moreover, among those who had internet access, usage intensity is low which is quite poor compared to the global average (Al-Hammadany [3], Heshmati [3], 2011). The use of e-Government has revealed advantages for the government in the supply of more efficient and effective information and services to the people of Iraq (Nassir Al-Khafaji, Dr. Abdul Jaleel Kehinde, Prof. Dr. Wan Rozaini, 2012). According (UN, United Nations E-Government Survey 2012 (Iraq is currently, The percentage of stages of implementation is a rate of 25% where the execution rate in four stages,respectively (75% and 33%, 6%, 26%). We notice there are weaknesses in the establishment of e-government applications that provide online service in Iraq.
The purpose of this study is to discover what the challenges facing egovernment – front office online services in Iraq and explain the workings of the front office as well as engage the Iraqi people to use e-government. And
increase their confidence of electronic transactions furthermore, how construction front office available and efficient and easy for different users and increase the confidence Iraqi’s users to use of the e-government online

The Small and Medium Enterprise sector in Romania has been significantly affected by the global recession in the years 2008-2009; currently it is making efforts to revive it, thanks to important role it occupies in the economy of any country. SMEs raise wide debates, especially on fiscal measures. In Romania, SMEs represent 99.7% of all businesses, generating two-thirds of jobs in the business and half of gross value added. This paper focuses on the development of SMEs and hence on business environment in Romania. The unprecedented development of communication, transportation media and infrastructure, as well as the increase of the number and diversity of offers, within the context of growth of incomes of certain social categories, have facilitated during the last few years a significant increase of demand in the touring industry which therefore occupies a more and more important place in the national economy, but also in the world economy.
However, a closer look shows us that the overview of tourism at the national, regional and global level presents progressively stronger characteristics in terms of: general condition of locations, provided facilities, degree of accessibility, level of costs, quality and diversity of the provided services, used technologies, potential risks etc. Therefore, the growth of performance in tourism depends more and more on obtaining, organization of strongly
substantiated basis of information and their exploitation to a maximum level of efficiency.
Starting from these considerations, our endeavor aims at making an (non-exhaustive) analysis of the elements allowing increasing of efficiency of information use in the increase of performance in tourism.

Through this paper we analyse the performance indicators of banks in Kosovo Banking System. According to the works of different authors worldwide, more accurate measurement of bank performance based on accounting data, in the application of coefficients leading financial banks are: Return on assets – ROA, return on equity – ROE and Cost Report to revenue – C / I.
This paper describes the analysis of financial indicators for the period 2006 – 2007 – 2008 – 2009 -2010 – 2011 and 2012.
The paper is organized as follows:
- Section 2 provides literature review on the performance of banks in other countries;
- Section 3 provides an analysis of the banking sector in Kosovo and macroeconomic indicators during the period analysed;
- Section 4 presents the results of analysing the financial coefficients. While section 5 presents financial analysis and provides key conclusions.

Emerging economies have grown much faster than the advanced countries during the past decades. This study investigates the relationship between economic growth and electricity consumption in the emerging economies during the period 1970-2011 by using Pedroni, Kao and Johansen co-integration tests and Granger causality tests. We found that electricity consumption had a positive impact on the economic growth and there was bidirectional causality between economic growth and electricity consumption.

The main purpose of the paper is to illustrate the actual and current situation of the human resources within the Romanian medical system. The objective is to reflect the main aspects regarding the beginning and the development of the medical career for the young doctors in Romania.
Furthermore, we will reveal the results of a research that had as main goal to demonstrate the interlinks among medical career choice, the job satisfaction and performance.

In this research, the quantile regression is applied to investigate the affecting factors associated with the application of e-learning. The findings provide a comprehensive picture about the relationships between the application of e-learning and its determinants. It sheds light on these complicated relationships that, at the different quantiles of the conditional distribution of e-learning adopting levels, the influence of the determinants on the application of e-learning is different. Moreover, this research also offers statistical evidence on the moderating role of students’ gender on the relationships between the application of e-learning and its determinants. The findings are useful to educational managers by offering them with a better understanding of the complex links associated with the application of e-learning. As a result, they can deliver better decisions on the choice and adoption of e-learning in their institutions.

This paper examines the heterogeneity of capital stocks using financial statement data of publicly listed Japanese firms. We conduct factor analysis on investment rates among various capital goods and estimate factor loadings of each as its reactions to common factors like total factor productivity (TFP) shocks. Then we estimate the uniqueness for each investment rate, which is the percentage of its variance that is not explained by the common factors. If the estimated factor loadings are similar between some of the heterogeneous capital goods, it may well imply that the adjustment cost structure of these investments is also similar. Further, if some of the estimated values of uniqueness are small, it suggests that certain theoretical models may track the dynamics of the investment rates well.
Our estimation results show that Building and Structure have similar factor loadings as do Machinery & Equipment, Vehicles & Delivery Equipment, and Tools, Furniture, & Fixture. This suggests that we could remedy the Curse of Dimensionality by bundling the investments that have similar factor loadings together and that identifying the functional structures of each group of capital goods can greatly improve the performance of empirical investment equations.

The adoption of International Accounting Standards (IAS) is an example of accounting standardization among countries with different institutional frameworks and enforcement rules. IAS, though, create a common language for defining, interpreting and publication of financial statements in the whole world. Furthermore, their aim is “to provide a standardized and coherent sight of the companies to the shareholders and investors”. After the war in Kosovo has been a positive move towards the development of accounting. Accounting system based on IAS cannot be avoided by Kosovo as part of the European and international transactions.
However, financial reporting situation of businesses in Kosovo continues to be unsatisfactory. Implementation of accounting requirements among businesses remains a challenge and there was little improvement in recent years. The Kosovo Financial Reporting Council (KCFR) as a regulatory body that sets accounting standards has neither the human nor the technical capacity to meet its responsibilities.
The purpose of this paper is to provide a clearer picture on the financial reporting environment in Kosovo, the challenges facing Kosovo in terms of financial reporting and the importance of adopting International Accounting Standards in Kosovo businesses.

Achieving sustainable development is undoubtedly a goal of every society and community. What is implied here is that it is a concept that needs to be managed, i.e. a goal that one strives to achieve in a continuous and dynamic sense, including continuous and consistent measurement. This paper sheds light on analysis of objective well-being that entails achievement of sustainable economic development and is reflected in living conditions. The authors argue for the necessity of monitoring and quantification of objective well-being in an economic and a non-economic dimension, which is substantiated by analysis of selected indicators from both dimensions, having different coverage and pointing to different levels of overall objective well-being.

Knowledge sharing is becoming more and more important as such educational institutions are trying to harness this opportunity to students’ learning environment in order to create value.
Therefore, the motivation behind this research is to conduct an empirical study to explore the factors that influence the success of knowledge-sharing using web technologies among students in higher education.
A total number of 263 respondents were used in this study after removing the outliers from the actual data collected in International Islamic University Malaysia (IIUM).
Based on the research model, multiple regression analysis was run on the group of constructs. The findings indicate benefit, experience, workgroup, knowledge culture, technology availability, and technology support were the significant variables that influence knowledge sharing using web 2.0 tools in the university.
While in this study, cost has no positive effect in influencing knowledge sharing using web technologies in the university.

In this study we assess the role of FDI inflow on the post-communist Albania’s economic growth. The country has experienced a satisfactory growth rate during the transition period to market economy that followed the collapse of communism in the early 1990s. The opening of the country to the foreign world has been accompanied by a significant inflow of FDI that are found to have played a growth promoting role. The analysis is performed using annual data series from 1992 to 2012 obtained from the WDI. The ARDL bounds testing results indicate a significant long-term relationship between the country’s economic growth and the inflow of FDI. More specifically, a 10% increase in the FDI inflow is accompanied by a 1.41% increase of its economic growth rate. This finding implies that the country’s policymakers should try to create a favourable climate for FDI inflow to accelerate its economic growth.

The financial crisis strongly marked states around the world due to the increasing indebtedness of the states and of the banks, which went through, with few exceptions, a prolonged recession. The year 2014 seems to mark a new economic cycle, and the turnaround is seen in Romania, a state which has made progress in reinforcing and stabilizing the public finance sector, as well as resuming economic growth which must be followed by economic development. The concept of economic development is more complex than economic growth, which involves the design of certain directions for long-term sustainable growth, based on the optimum use of available resources, on the continuous development of innovative potential and human capital, reducing social inequalities, etc., where the investment process has a particularly important role.
From this perspective, analysing factors that influence the attraction of foreign investments, as a vector of economic development in the international context is the most important –this will be the main objective of this paper.

This paper presents an attempt to examine the causal relationships between economic growth and social development in Saudi Arabia between 1980 and 2011. For that, statistical and econometric techniques, such as unit root test, cointegration and Granger Engels causality through Vector Error Correction Model (VECM) are applied.
Based on the aggregation of several indicators to construct a single social composite index, results show that there is significant long run causality from social development to economic growth. This indicates that trickle-up hypothesis is more active dominantly and that development strategies in Saudi Arabia have succeeded to reach significant social development enough to cause economic growth in the long run.

Biodiversity is a heritage of life that could hold the information needed for the wellbeing of human kind. The challenge of biodiversity preservation was addressed by various management solutions, the newest being the adaptive management. The paper aims to give insights for the application of adaptive management and to reveal its potential for increasing the effectiveness of ecosystem management in the Danube Delta. Carefully designed adaptive management action plans could allow important improvements in the information base that support decisions related to reed valuation.

E-government is a positive situation prevalent in most developed and developing countries in order to provide the best possible service to citizens and keep time and effort and reduce the waste of public money (Al-Dabbagh, 2011). Based on view of literature in some countries, problems faced in the establishment of e-government are located within the same geographic region surround Iraq as well as countries from other spot in the world.
In light of the lack of studies on women’s participation in information and communication technology in the world and especially in the Arab region and highlights so clearly in Iraq, which generates our idea of the rareness of women’s participation according to (Reade-Fong and Gorman, 2005) “while new information technology has given women the opportunity to share information and interact on a scale that was hard to imagine, in terms of political, economic and social participation, women’s worldwide presence in information technology remains low”.

Henceforth, the retailers estimate that the digital transformation of their enterprises manipulates two levers of performance notably: the customer’s relations and the turnover. They use some digital technologies to personalize the consumer’s experiences and to offer to the customers the possibility to make the self-service and to dive in an exceptional experience. The demonstration of the relation nature between this digitalization of the point- of-sale and the re-enchantment of the customer’s experience made the objective of this research. Through an exploratory study conducted with a dozen customers from certain quarters to distribution in Tunis, we have tested this relationship. The results of this study show that today a digitalized point- of-sale promotes the stimulation of purchase, reinvents the experience of shopping and leads, therefore, to an immersion in an experience of consumption.

China and Vietnam, where officials have jettisoned or abandoned many of the original basic tenets of communism, have been the world’s two fastest growing economies over the past two decades. This paper focuses on the Communist Vietnam where in comparison to China, minimal research has been conducted. This paper explores how communist party values support ethical decision making. The hypotheses are presented in a propositional format as a first step in the development of a theory of the influence of communism on ethical decision making because the link between them is rarely explored. Relevant literature along with suggestions and implications for research are presented.

This research explores the causal relationships among the attitude toward using e-learning, the perception on the usefulness of e-learning and the adoption of e-learning as well as the mediating role of the attitude toward using e-learning and the moderating role of the perceived usefulness of e- learning. We use an advanced method known as the directed acyclic graph to investigate the causal associations. Then we use Sobel’s technique and hierarchical regressions to examine the mediating and moderating relationships.
The research offers the robust evidence on the causal linkages. Furthermore, it reveals the attitude toward using e-learning mediates the association between the perceived usefulness of e-learning and the adoption of e-learning. The perception on the usefulness of e-learning statistically moderates the relationship between the attitude toward using e-learning and the adoption of e-learning.
This research will be significant to education institutions in their decision to adopt e-learning for their education program.

Climate change suppression in agriculture is a priority objective of EU Member States strategic development activities. The interdisciplinary nature of these activities involves a comprehensive approach by identifying and linking development activities and intra and inter-sectorial implementation measures with the response to the effects of climate change. The complex effects of climate change on agriculture substantiate the need of decision making on risk suppression in order to maintain appropriate standards of crops and promote sustainable agriculture. Therefore, variability and climate change must be addressed through daily agricultural activities, with the help of suppression strategies and adaptation measures. Adaptation options are many and range from the technical to behavioural change at the individual level.
